I think the Preston Smith approach is a good solution here; pay cut + incentives that allow him to earn more than his current value if he earns it through his play (but unlikely to do so).

don't ever say that again everyone wants to move our best OL to the cheapest OL position as though he'd be fine doing that.
I think a real strength of a team is how well it protects the QB, when a DC doesn't know which side to use his best edge rusher at, well to me that is a great situation to have, and last year DC flopped there best and struck out, they kept trying Tom, and time after time Zack stoned those rushers.
my point is Zack knows his value, and I expect he'll want to be paid accordingly

To be clear, my only notion of moving Tom inside would be in the unlikely scenario Bakhtiari is back and healthy next year. A "best-5-on-the-field" type scenario. If Bakh is gone, I see no reason to move Tom inside.
Is Bahktiari the only other real possibility for cut? The other guys that will be gone are probably already off contract anyhow. Savage, Dillon, etc.
I can’t imagine them not cutting Newman, Orzech, and Toure. All three save $1M a piece but neither took a step forward in their development and look to be not NFL caliber players.

None of them would save a million, it would essentially be whatever their salaries are this year (~$1 million), less whatever the 52nd person on the roster costs (~$800k ?). Made up numbers, but $200K is more likely what the cost savings would be on the cap .
