I found this on Quora from 2012 regarding the meaning of 3 19. This pandemic is raising all sorts of questions. The Ice Bowl run play is the 31 Wedge play. GO PACKERS
No one can say for sure because he won't tell anyone, for strategic reasons, but it's reasonable to assume that "319" is a cadence filler that is tied into the snap count. Rodgers has also used "Green 18" and "Blue 58." Tom Brady says "Black 88." The colors don't necessarily mean anything, but one thing they have in common is that the vowels in the colors are relatively easy to hear above the crowd noise. McNabb said he doesn't use "White" because it's harder for his teammates to hear than "Black."
Sometimes the numbers can be associated with a run play and what gap the QB wants the RB to run through. This is more common at the high school level, but the pros use more sophisticated play-calling. There's enough tape, audio, and human resources dedicated to reviewing an opponent that it's unlikely a team would ever use something like "319" to signal a gap run.
I'm less familiar with other teams, but Aaron Rodgers and Mike McCarthy have said that it's typical for 2 plays to be called in the huddle. When you hear "Kill", it means go to the secondary play. It's not unreasonable to think that a planned "Kill" call would be made to throw off a defense that is showing a scheme that defends pass/run.
I'm not sure how many plays get called when GB is in no-huddle. I'd guess one. But Rodgers has a lot of freedom to audible into a pretty wide set of plays dictated by the receiver and protection set.
