Definitely was not above the belt. Blockers legs even flipped up, which wouldn't happen with a hit above the belt.

This is no different than the usual Ravens passing game, pretty much just Jackson throwing up prayers to Andrews.

Above the waist or not is a moot point. Savage went low which you cannot do anymore even if you hit him in the shoulder pads.
