I think by Rodgers coming back last year they both now have an understanding to not let it get ugly. Rodgers scratched their back by showing up to camp on time one last time, now they’ll scratch His by getting him to where he wants to go...at a reasonable price.

Because it's in their interest to keep the Rodgers legacy a positive one. It also wouldn't help them actually get a better pick, it just means it gets really messy and they end up with one of the greats having a toxic relationship with the club.
It's also impossible to prove. All his agent has to do is have a quiet word with the other clubs via back channels.

And everyone would tell them (somewhat unfairly) that they brought this on themselves anyway by drafting Love.

Cutting off your nose to spite your face is rarely a sensible move.
It also isn't sensible to give up your biggest asset for 30 cents on the dollar.
Problem is Rodgers isn't an asset at his current cap number and with one year until free agency.
He is a massive financial liability that will require us to cut a bunch of good players just so we can force him to show up for a failed final season before losing him for nothing.
Better to take the 1st round pick, keep the team intact, and see if Love is the answer before his 5th year option deadline kicks in after this season.
And now 7 teams make the playoffs, there's at least one crap team in there every year.
