The plain fact is that until the league allows 3 digit numbers, none should be retired. And that includes #12.
With an old and storied franchise you can't retire all the numbers that deserve the honor. But I think you could create a system where the number is retired for the life of the player plus 10-25 years. You can have a big ceremony honoring the Man and the Number when the # is reinstated. That way people might learn about Canadeo, or Hutson rather than them being just names that no one still alive has seen play. Legends Day or something to that effect. Certainly AR deserves 12 to be retired.
