Is there any impact to # of eligible remaining call-ups with Packers adding Rochell from the PS but then leaving him off the gameday roster? If it counts as one of his in-season call-ups, I don't see much sense in the move if they're not going to activate him.

They didn't call him up, they added him to the roster, I believe.

Ah, that’s what I missed. That makes more sense.
Packers Wire confirms:
Rochell has played in four games for the Packers this season, including three as a practice squad elevation. He was out of elevations, so the Packers needed to sign him to the active roster for him to play again in Green Bay this season.
