It's definitely questionable. I think it's partly a consequence of the rule that allows pushing the ballcarrier forward

Doubt it. If you watched the Vikings game yesterday you would see one of the worst officiated games in NFL history. Ignore the scores and watch the refs. Holy crap was it bad. Not to mention the crap they did to the Commanders last night.
